The Russian Air Force Khibiny is an advanced aircraft-mounted electronic warfare (EW) system capable of jamming state-of-the-art air defense radar systems. The Khibiny jamming was tested successfully for some time on the ground in Buryatia, Russian Federation. On April 17, 2014, two Russian Air Force Su-24 bombers with no weapons loaded were sent to intercept the US Navy's AEGIS-equipped destroyer USS Donald Cook in the Black Sea. One of them flied around the destroyer up to 12 times while the other one remained away as done usually by both sides during the Cold War period. Unconfirmed reports suggest that the Su-24s were equipped with the Khibiny EW system and were able to neutralize the AEGIS phased array radar target tracking capabilities while the ship's crew was unable to re-boot the system. It is not clear whether the jammer affected the radar system itself or only the computer-based component or either both at the same time. The ship is now at port in Romania. The Russian plane did not respond to attempts by the ship to make contact with the pilot. Reports said that a Russian Navy frigate had also been shadowing the US warship. Pentagon officials have yet to discuss the incident with the Russian government, the spokesman said. In February 1988, Caron operating with Yorktown, entered Soviet 7 miles ) territorial waters limit in the Black Sea off the Crimean Peninsula. Under international law, this act could be permissible if the ship was progressing from one point in international waters to another point in international waters via the shortest course possible, but according to the Soviet Union, it was the right of the USSR to authorize or prohibit travel in selected areas within the 12 mile limit. The United States however did not recognize the Soviet's claim in this case. To prevent it from becoming accepted precedent, the US Navy claimed that it had sailed warships through such areas at regular intervals in the past, which we had, not just two years prior. On this occasion, Caron had onboard a ships signal exploitation spaces system, operated by a crew of 18 in support of the U.S. National Security Agency. This system was capable of recording data on Soviet defense radars and communications. In response, the Soviets deployed a destroyer and a Mirka II class light frigate as well as a KGB and "civilian" ships to intercept the U.S. ships. Several times, Soviet vessels obtained radar "lock" on the Caron and Yorktown. Both American ships maintained a constant course and speed throughout the incident. Eventually, the Soviets lightly rammed both ships. No significant damage resulted to any of the ships involved. Both US warships sent an account of the incident to the Commander in Chief of United States Naval Forces in Europe. The Caron reported at 13:20 local time, it was informed on channel 16 VHF by the Bezzavetny: "Soviet ships have orders to prevent violation of territorial waters, extreme measure is to strike your ship with one of ours." The reply of the Caron was "I am engaged in innocent passage consistent with international law." The Yorktown, in its report stated that on 9:56, local time, it was contacted by the Bezzavetny via channel 16 and told to leave Soviet territorial waters or "our ship is going to strike on yours." Then, according to the report, the Bezzavetny came alongside port side of the Yorktown at 10:03 and bumped it by turning into the ship. For protection, it carries more than fifty anti-aircraft missiles of various types. Meanwhile, the Russian Su-24 that buzzed the USS Donald Cook carried neither bombs nor missiles but only a basket mounted under the fuselage, which contained a Russian electronic warfare device called Khibiny. The Russian Su-24 then simulated a missile attack against the USS Donald Cook, which was left literally deaf and blind. As if carrying out a training exercise, the Russian aircraft - unarmed - repeated the same maneuver 12 times before flying away. After that the 4th generation destroyer immediately set sail towards a port in Romania & according to several Intelligence media websites, 27 sailors from the USS Donald Cook requested to be relieved from active service. It consists of a small torpedo-shaped wing tip pod that covers the aircraft with radio-electronic protective hood once a missile attack has been detected. The protective hood prevents the missile from reaching the target and makes it deviate from the course. According to KRET corporation the Khibiny increases the aircraft's survivability by 25-30 times. This pod development is the result of the lessons learned during the conflict with Georgia in 2008 where all the aircraft lost were not fitted with an EW system which is the main cause of them being shot down. The Khibiny jamming system was tested successfully for some time on the ground in Buryatia, Russian Federation. The Russian Air Force plans call for the installation of the Khibiny jammer on all its advanced jets such as Su-30SM, Su-30M2, Su-34 and Su-35 (Khibiny-10V). The Khibiny-10V is a version installed internally instead of the wing tips. A US warship docked in Romania's Black Sea port of Constanta on Monday, two days after it was allegedly buzzed by a Russian warplane. The Russian fighter jet made multiple, close-range passes near the The USS Donald Cook for more than 90 minutes on Saturday amid escalating tensions in the region, US military officials said on Monday. The warship has been conducting routine operations in international waters east of Romania. The ship, which carries helicopters, was deployed to the Black Sea on April 10, in the wake of the Russian military takeover of Ukraine's Crimea region and ongoing unrest there. US military officials have said the deployment is part of an effort to reassure allies and partners in the region. Full Story: The USS Donald Cook, a U.S. Navy guided-missile destroyer, passed through the Bosphorus Strait on its way to the Black Sea on Thursday (April 10). Pentagon officials said the ship's presence in the Black Sea was "part of the U.S. commitment to mutual goals in the region". While in the Black Sea, the warship will participate in naval exercises in what the Pentagon said was a mission to "reassure NATO allies". The warship is heading to the area as preparations get under way for next week's talks between the U.S. and Russia on the Ukraine crisis. The meeting will involve U.S. Secretary of State John Kerry, European Union (EU) foreign policy chief Catherine Ashton, Russian Foreign Minister Sergei Lavrov and Ukraine's Foreign Minister Andriy Deshchytsia, the EU said. The EU's confirmation of the meeting came soon after Kerry accused Russian agents and special forces of stirring separatist unrest in eastern Ukraine, saying Moscow could be trying to prepare for military action as it had in Crimea. Kerry and Lavrov held talks in Paris on March 30 about ways to defuse the crisis over Ukraine, with Kerry telling Moscow then that progress depended on a Russian troop pullback from Ukraine's borders. This is the dramatic moment two Russian fighter planes buzzed a US warship sailing in the Baltic Sea last night. The Russian Su-24 planes thundered over the USS Donald Cook at a height of just 30ft in what a military official branded the most 'aggressive' incident between Russia and the United States in years. The 'simulated attack' maneuver saw the jets pass so close to the ocean that they created a 'wake in the water', the defense official said. The shock move came as a Polish helicopter was taking off from the US Destroyer on Tuesday evening. The maneuver, at 30ft above the ship's deck, was followed by seven passes by a Russian KA-27 Helix helicopter taking pictures of the US vessel. The American warship was conducting air operations about 70 nautical miles from the Russian enclave of Kaliningrad when the aircraft flew at an 'unsafe' speed close to the Destroyer. Two close encounters occurred on Tuesday night in international waters, while another, at an acceptable distance, happened on Sunday. 'This is more aggressive than anything we've seen in some time,' the defense official said, on condition of anonymity. The planes were 'wings clean', meaning they were not visibly armed A Polish helicopter, which was operating off the ship as part of routine training, had its flight operations disrupted because of the Russian actions. The US warship had been followed by a Russian intelligence-gathering vessel before the incident with the attack aircraft. Crew on USS Cook had contacted sailors on the Russian ship to reassure them they were conducting routine operations. While there are often encounters between US ships and foreign aircraft, this time officials and crew deemed the movements of the Russian jets unsafe, due to their speed and proximity to the ship. The White House issued a statement condemning issue for the latest in a series of 'concerning' clashes between the Russian and U.S. militaries. 'This incident is entirely inconsistent with the professional norms of militaries operating in proximity to each other in international waters and international airspace,' Press Secretary Josh Earnest said. 'There have been repeated incidents over the last year where the Russian military, including Russian military aircraft, have come close enough to each other or have come close enough to other air and sea traffic to raise serious safety concerns, and we continue to be concerned about this behavior.' The incident came as NATO plans its biggest build-up in eastern Europe since the Cold War to counter what the alliance, and in particular the Baltic states and Poland, consider to be a more aggressive Russia. The three Baltic states - Estonia, Lithuania and Latvia - which joined both NATO and the European Union in 2004, have asked NATO for a permanent presence of battalion-sized deployments of allied troops in each of their territories. A NATO battalion typically consists of 300 to 800 troops. Moscow denies any intention to attack the Baltic states, which were part of the former Soviet Union. USS Cook has spent much of the last two years in Europe, following its deployment to the Black Sea in 2014 after Russia's annexation of Crimea. While it was stationed there, it was buzzed 12 times by two Russian Su-24s in a remarkably similar incident to the one on Tuesday. 'The Donald Cook is more than capable of defending itself against two Su-24s,' the Pentagon said at the time. The US Navy often runs routine training missions through the Baltic Sea, passing through international waters and those controlled by NATO members. It holds a huge annual drill known as BALTOPS, which sees other allies send ships to the region for what it calls routine exercises but are seen by military experts as a show of force. BALTOPS 2015 saw more than 5,000 units from the U.S., the UK, Belgium, Canada, Denmark, Estonia, Finland, France, Germany, Georgia, Latvia, Lithuania, The Netherlands, Norway, Poland, Sweden and Turkey conduct operations in the Baltic Sea, and off the coasts of Sweden and Germany.
